Abstract Joseph Stiglitz, an American economist who received the Nobel Economics Prize in 2001, points out that urbanization will be the first challenge for China in the 21st century, he said, "China's urbanization will be the engine of regional economic growth, and will produce the most important economic interests." Judging from the development trend, the massive urbanization in China will last 20-30 years. Urbanization will become an important factor which influences the future direction of China's economic development, social progress and sustainable development of resources and environment. Meanwhile, optimization and upgrading of regional industrial structure and orderly promotion of urbanization are important choices during the new period of the country's economy and social development strategy. The paper introduces the concept of "the form of urbanization response to regional industrial structure evolution". This concept refers to the regional space performance and solid state which is produced in the process of the interaction between the urbanization and the changes of the industrial structure, and it is the concrete manifestation of the interaction between the region economic units and the functional organization on region space. It is the unity of the urbanization and the evolution of industrial structure, and it has both economic and spatial attributes. Based on this, a theoretical model of the form of urbanization response to industrial structure evolution is constructed from two layers which are a single inner city and urban agglomerations, and the general evolution law of the form of urbanization response to regional industrial structure evolution is revealed. The author concludes that cities are developed gradually by what is evolved from the form of a single inner city to spatial form of urban agglomerations, from metropolitan areas to megalopolis, regional groups. With the support of the system of contemporary rapid transit, cities (urban agglomerations) tend towards the region swiftly, the interaction and spatial connection between cities and the region are provoked, the region space which is city-centered grows gradually, and finally the functions of the region space evolve into integration. This paper takes Changchun as example, and it confirms the general evolution law of the form of urbanization response to regional industrial structure evolution.
